I co-founded Resdida, LLC with Gavin White in 2008 with the purpose of innovating ways to deliver timely and relevant information to people who are hard to reach, either because of work-life demands or a lack of bandwidth in rural areas or emergency situations.  

Having worked with 911 dispatch and emergency services, I became interested in low-bandwidth effective ways to communicate with the community in emergencies. Text messaging works on any phone (smart or dumb) and takes up practically no space on the network, which is perfect in crisis situations where channels need to remain open.  Companies have used our mobilize platform for coupons, promotions, events, live polling, surveys and FAQs.

I have specialized in working with hard-to-reach stakeholders, requirements interviews and comprehensive use case development and moving along the continuum between executive business and technical to fill needs as they arise to ensure a successful implementation.

Economic Development, Small Business and Social Benefit Enterprise

My expertise in Geographic Information Systems, led to an offer to work in the Business Services department of the Small Business Development Center at the Office of Economic and Regional Development (Dunn-Richmond Economic Development Center) in Southern Illinois.  There, I joined a team of consultants providing services to local small businesses and large businesses looking to stimulate the southern Illinois economy.

While with OERD, I participated in consulting projects involving fisheries, regional bike trails, wineries, prisons and factories.  My role was help businesses locate facilities near the labor force, customer base and natural resources required to be successful.  I led a project to help one entrepreneur create an ADA compliant component for his fish farm.

I have long had an interest in creating sustainable business models for social benefit enterprise and found an unique opportunity while at Santa Clara University to participate as a graduate student, volunteer and consultant with the Global Social Benefit Incubator.  There I was able to assist several entrepreneurs in the development of their financial, operational and marketing plans.

My work on identifying, quantifying and prioritizing overseas markets was published at Santa Clara University in 2007, and I was invited as a guest blogger at NextBillion to cover the "Transformative Changes through Science and Technology: The Role for Social Benefit Entrepreneurs" in November 2008.

Curiosity Quest 

I founded Curiosity Quest with the purpose of making communities safer through providing accessible technology training, support and consulting for law enforcement and government. An ESRI Business Partner, CQ operated in three countries and served hundreds of clients in local, state, regional, federal and international law enforcement and intelligence agencies as well as some in other areas of government like, Finance, Public Works, Fire and Community Development.

Crime Analysis and Geographic Information Systems

I worked as a Crime Analyst and managed the Crime Analysis Unit at Hayward Police Department, Hayward, California for over five years. I have nearly 20 years of GIS and graphics software experience in policing and criminal justice research.  I also have experience with a large variety of criminal justice information systems, computer aided dispatch (CAD) and records management systems (RMS) and using those systems with many types of mapping and reporting tools.

I have an M.A. in Administration of Justice with a focus on Criminal Justice Research from the Center for the Study of Crime, Delinquency and Corrections at Southern Illinois University, Carbondale, IL. While at SIUC, I assisted with a National Institute of Justice grant, mapping patterns of violence in Charlotte, North Carolina. I used Idrisi, MapInfo and ArcView with SPSS for the spatial analysis and developed a computerized animation for the raster images using the Corel Graphics suite. My GIS and graphics work was featured on the NBC Nightly News. While working as a crime analyst, I obtained my California certification and served as Treasurer and President of the regional professional association (BACIAA). 

My work is published in Crime Mapping and Crime Prevention, edited by D. Weisburd and T. McEwen, 1997, the Winter 2000 issue of Crime Mapping News (Volume 2, Issue 1), published by the Police Foundation, and in Geographic Information System: An Introduction, edited by Ravi Kumar Jain B and Pragati Saxena, 2007. I have presented papers on ArcExplorer and using Photoshop with GIS at the International Crime Mapping Research Conferences in 2000 and 2002, and I have trained GIS at the California Crime and Intelligence Analysts Association's 2002 Training Conference. I was invited to speak on School Mapping at the Regional Conference for the National Crime Prevention Council in September 2004 and on GIS for Anti-terrorism and the Protection of Assets at the October Meeting of the New York Metro Chapter of Infragard. My work on GIS and the protection of assets has achieved international attention.
